Ausgehend von einer Analyse der gemeinschaftsweit geltenden Konzeption der EG-Regionalpolitik untersucht Ralf Hell diese Entwicklungen anhand eines konkreten Beispiels, nämlich ihrer Umsetzung in Ostdeutschland in den Jahren seit der deutschen Einheit. Der Schwerpunkt der Darstellung liegt dabei auf Sachsen-Anhalt. Bei dieser Vorgehensweise rücken insbesondere die Verhandlungsprozesse zwischen Land (bzw. Ländern), Bund und der Europäischen Gemeinschaft in den Blickpunkt, die in den verschiedenen Stadien der Umsetzung und Ausgestaltung der EG-Regionalpolitik zum Teil von ausgeprägten Interessendivergenzen und Konflikten geprägt waren.
