L'objectif des pages qui suivent n'est pas l'interprétation de la philosophie hégélienne, et on ne tentera pas de déployer les deux dimensions de l'expérience, celle du savoir et celle de l'éthique, dont Foucault considère à juste titre qu'elles sont pour Hegel inextricablement liées. C'est le sujet politique seul qui retiendra notre intérêt. S'il n'est pas déplacé pourtant d'ouvrir ce livre en nous référant à Hegel, c'est à la fois parce que, mieux que tout autre philosophe de l'époque moderne, il a réfléchi l'historicité des figures du sujet, et parce qu'il a rapporté toutes ces figures à des avatars successifs de la communauté. Démocratie est le nom que nous donnons aujourd'hui à la communauté politique idéale, dont l'on admet que les sociétés occidentales contemporaines constituent des formes approchées. La question centrale de ce livre est l'identification de la figure du sujet politique qui correspond à la démocratie, entendue en son sens moderne. Dans une continuité apparente avec Hegel, et bien que celui-ci ne se soit pas compris comme démocrate, on soutiendra que l'État moderne est le collectif qui a donné à ce sujet les caractères spécifiques qui sont les siens. Les démocraties libérales contemporaines ont plus de traits communs avec l'État hégélien que la lecture libérale ne veut l'admettre, et le citoyen démocrate peut reconnaître dans la personne juridique, le sujet de l'action morale, l'homme de la sphère économique de la société civile, ou encore le citoyen de l'État, les différents aspects solidaires d'une identité feuilletée qui est toujours la sienne. Là s'arrêtera cependant l'inspiration hégélienne du présent livre. Car si Hegel a vu dans l'État une forme encore communautaire du collectif, la thèse ici défendue est au contraire que le sujet politique moderne échappe essentiellement à toute assignation communautaire. Cette thèse va à rebours, non seulement de la pensée de Hegel, mais aussi de toutes les théories qui, aujourd'hui, vantent les mérites de la communauté des citoyens , comme de celles qui, parce qu'elles ne se satisfont pas de la réalité sociale et politique des démocraties libérales contemporaines, s'inquiètent de la possibilité, ou de l'impossibilité, d'une forme inédite de communauté qui accomplirait les promesses non tenues par ces démocraties.
