Hierbei entstehen Probleme der Versicherbarkeit schlechter Risiken. Private Versicherungen sind ferner nicht billiger, werfen höhere Verwaltungskosten auf, und zusätzlich treten neue Transaktionskosten im Vergleich zum berufsgenossenschaftlichen Monopol auf, die volkswirtschaftlich Wohlfahrtsverluste darstellen.
