Das ambitionierte Programm, das die Vereinten Nationen in der Allgemeinen Erklärung der Menschenrechte von 1948 formuliert haben, stellt jeden einzelnen Staat und die Staatengemeinschaft, aber auch die Zivilgesellschaft auf nationaler wie internationaler Ebene weiterhin vor große Herausforderungen.Als drittes Thema wurden die vielfältigen Konsequenzen erörtert, die sich aus der Etablierung der Unionsbürgerschaft und der damit verbundenen Erweiterung des "Marktbürgers" im Gemeinsamen Markt um eine politisch-bürgerrechtliche Dimension ergeben haben.Der vierte Themenkomplex nahm die Verfassungsgerichtsbarkeit in rechtsvergleichender Perspektive (Deutschland, USA, Italien sowie die europäische Ebene) in den Blick. Die Verfassungsbeschwerde gehört dabei keineswegs zwingend zum Instrumentarium, mit dem die wichtige Aufgabe der Rechtswahrung in den jeweiligen Verfassungssystemen erfüllt wird.
