This completely revised third edition offers ![]() Dirty Tricks or Trump Cards: U.S. Covert Action and Counterintelligence By Roy Godson 2000 | 384 Pages | ISBN: 0765806991 | PDF | 30 MB Contrary to popular misconceptions and public branding as "dirty tricks," covert action and counterintelligence can have considerable value. Democracies, while wary of these instruments, have benefited significantly from their use, saving lives, treasure, and gaining strategic advantage. As liberal democracies confront the post-Cold War mix of rogue states and non-state actors, such as criminals and terrorists, and weapons of mass destruction and mass disruption, these clandestine arts may prove to be important tools of statecraft, and perhaps trump cards in the twenty-first century. Godson defines covert action as influencing events in other parts of the world without attribution, and counterintelligence as identifying, neutralizing, and exploiting the secret activities of others. Together they provide the capability to resist manipulation and control others to advantage. Counterintelligence protects U.S. military, technological, and diplomatic secrets and turns adversary intelligence to U.S. advantage. Covert action enables the United States to weaken adversaries and to assist allies who may be hampered by open acknowledgment of foreign support. Drawing on contemporary and historical literature, broad-ranging contacts with senior intelligence officials in many countries, as well as his own research and experience as a longtime consultant to the U.S. government, Godson traces the history of U.S. covert action and counterintelligence since 1945, showing that covert action works well when it is part of a well-coordinated policy and when policy makers are committed to succeeding in the long-term. Godson argues that the best counterintelligence is an offensive defense. His exposition of the essential theoretical foundations of both covert action and counterintelligence, supported by historical examples, lays out the ideal conditions for their use, as well as demonstrating why they are so difficult to attain. This book will be of interest to students and general readers interested in political science, national security, foreign policy, and military policy. ![]() Telita Snyckers, "Dirty Tobacco: Spies, Lies and Mega-Profits" English | 2020 | ISBN: 0624088936, 0624091538 | EPUB | pages: 306 | 1.7 mb What is more profitable than cocaine, heroin, marijuana or guns? The study designs an alternative evaluation framework (AEF) that applies Amartya Sen's capability approach to the study of information and communications technologies (ICTs) in order to place people's well-being, rather than technology, at the center of the study. The AEF develops an impact chain that examines the mechanisms by which access to, and meaningful use of, ICTs can enhance people's "informational capabilities" and improve people's human and social capabilities. This approach thus uses people's individual and collective capabilities, rather than measures of access or use, as its principal evaluative space. Based on empirical evidence from indigenous communities' use of new technologies in rural Bolivia, the study concludes that enhancing poor people's informational capabilities is the most critical factor determining the impact of ICTs on their well-being. Improved informational capabilities, like literacy, do enhance the human capabilities of poor and marginalized peoples to make strategic life choices and achieve the lifestyle they value. Evaluating the impact of ICTs in terms of capabilities thus reveals no direct relationship between improved access to, and use of, ICTs and enhanced well-being; ICTs lead to improvements in people's lives only when informational capabilities are transformed into expanded human and social capabilities in the economic, political, social, organizational, and cultural dimensions of their lives. The study concludes that intermediaries are bound to play a central, even fundamental, role in this process. They help poor communities to enact and appropriate ICTs to their local socio-cultural context so that their use becomes meaningful for people's daily lives, enhances their informational capabilities, and ultimately improves their human and social capabilities. ![]() Avinash C.
