This new book traces the changing relationship between Russia and NATO through the prism of conventional arms control, and focuses on the negotiation, implementation and adaptation of the Conventional Armed Forces in Europe (CFE) Treaty. It shows that arms control agreements reflect rather than affect rela tions between parties. The CFE Treaty codified parity between NATO and the Soviet-led Warsaw Treaty Organization (WTO) in November 1990, reflecting the status quo at the end of the cold war. The benefits were short lived for Russia, however. Although still widely viewed in the West as the cornerstone of security and stability in post-cold war Europe, from the Russian perspective the treaty was soon overtaken by events. With the collapse of the WTO and the Soviet Union in 1991, it became impossible to talk of a military balance between east and west in Europe, especially as all the former WTO states opted for membership in NATO. This study details how the other state parties worked hard to adjust and adapt the treaty to meet Russian concerns about its new weakness relative to NATO, and the issues that complicated Russian acceptance of CFE limits. This book will be of great interest to all students of Russia, NATO, European politics, international relations and strategic studies in general.

Based on comprehensive empirical studies, the paper identifies key reforms and defines strategies to enhance the competitiveness of the cotton sector in West and Central Africa. Lessons learned from the 1990s suggest that transferring public property to private enterprises is not enough, by itself, to put the sector back on a sustainable path. The cotton sector in most West and Central African countries is critical in terms of its contribution to GDP and exports as well as poverty reduction. Until recently, the cotton sector was characterized by a vertically integrated monopolistic structure, whereby all transactions in the chain including, ginning, transportation and input supply were handled by the State Owned cotton company. However during the late 1990s, a number of internal and external factors created the need to reassess the structure of the cotton industries in the region. This assessment revealed that, in this new context, vertically integrated monopolies were too costly to ensure vertical coordination of the cotton supply chain. Areas of improvement are associated with the following three targets: 1- increasing yields to produce larger volumes, 2- reducing cost and increasing the reliability of grading, 3- enhancing sales revenues. The paper explains how these targets can be effectively pursued through sector reforms.

Italy, although it considers itself to be a middle-sized power on par with France, the United Kingdom, and Germany, has been incapable of playing an international role comparable to theirs, instead keeping a low-profile foreign policy. This has not been due to any material constraints-Italy's profile has remained consistently low, through economic times both good and bad-but rather to the country's strategic culture, a mixture of realpolitik and pacifist tendencies. This book sets out to analyze the influence of Italy's strategic culture on its foreign policy. It conducts an exploratory case-study to show if hypotheses generated by the strategic culture approach can shed some light on the puzzling Italian behavior in the international arena (puzzling because Italy shows a less assertive foreign policy vis-à-vis other middle powers in the same rank). The first chapter considers the main interpretations of Italian foreign policy and their limitations. The second and third chapters review the literature on strategic culture, stressing its utility for the Italian case. The fourth chapter describes the country's strategic culture through the Liberal, Fascist, and Republican periods, and the fifth chapter analyzes the influence of ideational factors on Italy's behavior abroad. Conclusions sum up the various emerging evidences. Scholars of political science, international relations, strategic studies, and comparative politics will find this work to be of interest.

No single figure embodies Cold War science more than the renowned physicist J. Robert Oppenheimer. Although other scientists may have been more influential in establishing the institutions and policies of the nuclear age, none has loomed larger in the popular imagination than the "father of the atomic bomb." Americans have been drawn to the story of the Manhattan Project Oppenheimer helped lead and riveted by the McCarthy-era politics that caught him in its crosshairs. Journalists and politicians, writers and artists have told Oppenheimer's story in many different ways since he first gained notoriety in 1945. In Storytelling and Science, David K. Hecht examines why they did so, and what they hoped to achieve through their stories. From the outset, accounts of Oppenheimer's life and work were deployed for multiple ends: to trumpet or denigrate the value of science, to settle old scores or advocate new policies, to register dissent or express anxieties. In these different renditions, Oppenheimer was alternately portrayed as hero and villain, establishment figure and principled outsider, "destroyer of worlds" and humanist critic. Yet beneath the varying details of these stories, Hecht discerns important patterns in the way that audiences interpret, and often misinterpret, news about science. In the end, he argues, we find that science itself has surprisingly little to do with how its truths are assimilated by the public. Instead its meaning is shaped by narrative traditions and myths that frame how we think and write about it.
