Sodann werden die sich daraus ergebenden Probleme der Verknüpfung von Gremiumspflicht und Individualpflichten der Gremiumsmitglieder im Einzelnen untersucht.Der Verfasser differenziert insbesondere nach den einzelnen Phasen des Beschlussverfahrens und zeigt auf, dass sowohl vor als auch nach der eigentlichen Abstimmung kausale Pflichtverletzungen durch die Gremiumsmitglieder möglich sind.
