Stärker als in den Vorauflagen wird immer wieder, insbesondere in dem Abschnitt zur Reaktion auf Störungen, herausgestrichen, dass alle normativen Institutionen - von einer einzelnen Norm über eine Person oder ein Gericht bis hin zu einem Normensystem - nur dann im Alltag Orientierung bieten können, wenn sie kognitiv untermauert sind.
