Mit der politischen, rechtlichen und finanziellen Aufwertung der EG-Regionalpolitik seit den späten achtziger Jahren gingen konzeptionelle Änderungen einher, die nachhaltige Folgen für das Verhältnis der nationalen zur gemeinschaftlichen Regionalpolitik sowie für die Praxis der regionalpolitischen Förderung in den Mitgliedstaaten hatten. Ausgehend von einer Analyse der gemeinschaftsweit geltenden Konzeption der EG-Regionalpolitik untersucht Ralf Hell diese Entwicklungen anhand eines konkreten Beispiels, nämlich ihrer Umsetzung in Ostdeutschland in den Jahren seit der deutschen Einheit. Der Schwerpunkt der Darstellung liegt dabei auf Sachsen-Anhalt. Bei dieser Vorgehensweise rücken insbesondere die Verhandlungsprozesse zwischen Land (bzw. Ländern), Bund und der Europäischen Gemeinschaft in den Blickpunkt, die in den verschiedenen Stadien der Umsetzung und Ausgestaltung der EG-Regionalpolitik zum Teil von ausgeprägten Interessendivergenzen und Konflikten geprägt waren. Als Grundlage der Untersuchung dienen neben einer Vielzahl von teilweise unveröffentlichten Dokumenten vor allem die Erkenntnisse aus rund fünfundzwanzig Interviews mit Experten, die in für die Umsetzung der EG-Regionalpolitik im Untersuchungsgebiet relevanten Positionen tätig sind.
