Verstanden als neutrale, wertfreie Bezeichnung fiir globales Handeln in je dem beliebigen Bereich menschlicher Kommunikation, kann der Begriff Globalismus als ein Pol einer dritten Skala dienen, an deren anderem Ende der Regionalismus (Volksgruppenorientierung oder gar Familienorientie rung) stünde. Im Widerspruch zu seiner internationalen (und somit in ge wisser Weise globalen) Rhetorik, Wirtschaftsorientierung und Politik fußten Kultur und Medien des 'sozialistischen Staatenbundes' auf der Philosophie der Ein-Parteien-Regierung, ja sogar auch des Ein-Nationen-Staates. Ein Kommunikationssystem, das dieser Philosophie entspricht, kann man als staats orientiert bezeichnen. Sein Platz auf der O.g. Skala liegt in der Mitte zwischen Globalismus und Regionalismus. Im Gefolge des Scheiterns der sozialistischen Methode zur Herstellung einer politisch-ökonomischen Ordnung in den mittel- und osteuropäischen Ländern wurde der Niedergang von Staat und Partei als Organisatoren des gesellschaftlichen Lebens von einem Wandel der Medienlandschaft begleitet. Letztere wurde einerseits zu einem Terrain, in das ausländische ('globale') Anbieter eindringen konnten, und war damit zugleich dem Risiko des Wett bewerbs mit weltweit operierenden Medien ausgesetzt. Andererseits wurden die Medien Mittel-und Osteuropas durch neue Technologien und die neuen 'globalen' Informationsquellen (z.B. Datenbanken) gestärkt. Erstmals in der Geschichte gehörten eine Reihe von Zeitungen in Österreich, Bayern, der Tschechischen Republik und Polen demselben Verlag.
